a. You cannot semi bluff when no cards are left to come.
b. Why raise? He's gunna fold a worst hand, and call with a better hand!

Because he might, once in a blue moon, be betting with two pair, or fold a str8, and I had a big head.

What's he betting the river with that you're ahead of AND he'll call your raise with?

I think this is just a call on the river.
