Best possible rakeback % on party skin

What is the absolutely highest % you can get at a party skin? Where/under what conditions can you get it?

I've heard rumors of 31% but have never seen anything close to that.

And what about the highest % for non-crazy MGR ppl? (aka less than 1k)
