well, let's see, he is OOP and in the SB. so it is possible for him to lead.

Is check/raising a better line? Creating a much larger pot OOP is not what we want...

no dude! "the lead" as in being the aggressor... holdem often plays in flow w/ the guy in "the lead" betting until he faces resistance...
also he didnt check planning to checkraise... he checked cause he had sh!t and trhe other guy bet a pathetic $60 so he decided to raise as a bluff pouncing on the apparent weakness.
