All the Cryptologic sites. Not many players though, and the smallest games are 3-6 I think.

I think Golden Tiger does. I'm just working off my 50% up to 200 deposit bonus there. The games seem quite soft.

FullTilt have two player tourneys. They seem to be quite soft, but I haven't played them extensively.
