Safest? Cash, or US treasuries.

However, I assume you're looking for better returns that that. With only 3k/yr to start with, I'd look into someone like Vanguard's Target Retirement line. They diversity for your (all sorts of bonds, domestic and international equities, and large and small cap equities).

I'd read up on things a bit first. I suggest Malkiel's A Random Walk Down Wall Street or Bogle's Common Sense on Mutual Funds.

the "safest" investment is to invest in education. As in, learn all you can about investing. There are tons of websites, newspaper articles and magazines out there.

Spend a few hours and maybe a few bucks researching investments. You'll profit handsomely by doing that.
