A lot of flops?

This may belong in another forum, but since I hear this statement an awful lot while watching WPT and WSOP events I thought I'd ask it here.

When someone (commentator or the player themselves) says that they like to take a lot of flops, what percentage of flops are they talking about? 25%, 30%, 33%, something else?

And does that just apply to unraised pots or do they like to come in regardless of represented strength?
