Take all rebuys?

A local club offers a tournament with this structure. You start with 300 chips (for $65), and can take (whenever you want, but at least by the end of the third round) two rebuys of 400 chips / $50 and at the end of the third round you can also take an add-on of 600 chips / $50.

It's a limit hold-em tournament, with the limits going 10-20,20-40,40-80,60-120,100-200,200-400,300-600,500-1k,1k-2k,2k-4k, changing every 20 minutes.

I have very little tourney experience, but it seems to me that one should take all the chips one can get, pretty much as soon as possible. Anyone disagree?
