Default Motor City Casino rules

Can someone explain this rule to me:

8. Michigan Gaming regulations allow for the use of
shills and proposition players. They will be identified
upon request.

Both are payed by the house to sit in games so they don't die for lack of players. Shills play with house money, prop players play with their own money

Supposedly Motor City is always very crowded, I wonder if they actually employ any shills or props.

I highly doubt that Motor City would spend any extra money to fill tables.
