Is this a standard semi-bluff raise of villain's weak looking bet?

Pretty standard. I like the play, most people will probably call with their low draw, every once in a while you will reraised, but you got outs.

Would you still make this raise if there was one person left to act behind the hero? Or is it best to keep these kinds of semi-bluff raises to heads-up situations?

I think raising with 1 more to act behind you is ok, but more than 1 is probably a bad idea because the flop bet was too small. If 2 or more people called behind you they could have anything including a baby set or maybe all high cards and they aren’t going anywhere after the turn, they might even come over the top if they hit two pair, a straight wrap or maybe even a set of queens.

I think this raise is pretty standard, but I don't think it is much of a semibluff. I wouldn't be surprised if villain has only some kind of draw (probably low only, but he might have A34 although I would bring the pain with that holding if I were him) and is making blocking bets, although I have seen some weak players tread carefully with lower sets this way as well. Still, I think you are often against A3 with nothing else, so you are probably raising for value here.
