What's with the chaos in NO?

Obviously the situation has been made worse by looters and people with guns doing other things

Do you guys think that the looting and gangs etc. would be not as bad in some other countries?

What I mean by that is say England got hit by a hurricane, a city got flooded just like NO did, would the looting be as bad?

Yes I am suggesting that Americans are more prone to being violent, stealing, etc.

I think it would be the same anywhere given the same social structure and distribution of weapons. But you won't find a second NO on the planet.
