I don't think you can, but I'm not positive. I had a step 5 and 4 and I don't remember it saying I had 3 freerolls to step 4 when I registered. All you get is a buyin specifically to step 5.

The step 5 payouts are only cash not freerolls to other step levels. The freerolls end at step 4.

This is because the sharks/professionals play the step 5 tournaments and would not want to be 'awarded' a step 1/2/3 freeroll that was not worth their time to play. Making the step 5s attractive for the buy-in players greatly increases the frequency of step 5s filling up in my opinion ( a good thing for party poker [img]/images/graemlins/wink.gif[/img] ).
