I vote stealing. Sure, it's not a huge amount, but it's still stealing.

Taking money you find on the sidewalk is one thing, because it's easy to surmise that you'll never find the person who lost it, and it could very well be public property.

But on your front porch? Doesn't it seem like the homeowner might be the one who left the money there? It's not much different than being inside someone's house and spotting a quarter on the floor - you'd never pick it up and take it, right?
