1. This has nothing to do with Neteller. Neteller will handle pennies, but some cardrooms and casinos will not cash out fractional amounts.

2. I used Neteller at Eurobet and have got pennies cashed out, and I think I got them at Ultimate Bet too.

3. The pennies probably do not matter much to individual players (though it irritates me that they don't cash out your entier balance) but can be fair chunk of change for the operator.
