River craziness - sanity check

I just butchered this hand. I need a checkup. After reviewing this hand in my head, I felt lost on every street. Raise preflop? Check turn (size of pot too small)?

I'm sure most of you would have played it differently. Or maybe not. Read on Villian is TAGish: 17/9/2.8 (or something close to that) over about 60 hands.

Raise pre-flop.

On the turn, against a larger field I'd check it. I think a bet is good heads-up.

I'd cap the river too.

I would raise preflop.

I wonder what a TAG might hold that can call this flop and fold to your turn bet. I usually bet these situations, but I don't like it so much when a checkraise is possible and folding seems only a remote possibility.

The river seems standard. If he has the nut flush he didn't play it very well, and QT is a strong possibility.
