Default Stalling before folding

I notice that in the $9 (+1) satellites to the bigger events on Party a lot of players go into stalling tactics as the field narrows. Sometimes in an event that awards 18 seats, people begin using the maximum time limit with about 60-70 players left. The end result of this is that you can be on a table where you see about one hand per 4 minutes. This isn’t due to bad connections. I’ve been at tables where people openly announce that they are stalling and encourage others to also(and they did convince one or two).

I don’t think the strategy makes sense, unless you are a bad player and want to increase the luck versus skill factor. Otherwise, why wouldn’t you want to see the maximum number of hands possible?

The thing is… the people doing this don’t think they are bad players, so that’s not the reasoning behind it. Do any of you endorse the Stalling strategy? … and if so, under what circumstances?

I have never / will never stall. I don't really know if it benefits you much but its boring as hell.
