Most LAG's like this that I've played against who don't reraise you preflop and go ape$hit on every street have either bottom pair or nothing. If they had a decent hand, (ANY pocket pair), they would have reraised preflop. If they flop a monster then they slowplay the flop.
So with this in mind, and if this description fits your boy, then I 3 bet the turn and checkraise the river.

He had junk since he didn't 3-pop me pre flop. Against me he would not have any reason to slow play the flop.
