Both of these are easy raises.

In a big field, with set value and the occasional "showdown unimproved" value, 99 will certainly win more than it's fair share. Raise now for value, as some opponents are certainly playing much worse hands. It's also nice to have everyone check to you on the flop if it's scary so you can take a free turn card and maybe spike a set. Early aggression might also help you to buy some respect on later streets and protect your hand, or something.

JTs is an easy raise for value.
