Sorry for my ignorance, but what's OOC mean, David?

I didn't raise preflop because I was in the small blind and there was already a raise before the action got to me. I failed to reraise with my QQ because I don't currently regard QQ as a default re-raising hand in NL -- do you think that's an error? Although I agree now that I should have re-raised because the guy was 11% PFR and I stand to have better holdings than him a lot of the time.

I would play the hand exactly as you did. By just calling preflop you can get him to bet virtually every flop for you and you often won't receive credit for having as good of a hand as you actually have. IMO, reraising preflop increases the amount that you will lose when you are behind (as you become somewhat committed to betting the flop, even if you don't like it) and makes it more likely that your opponent will get away from a marginal hand since you've represented a big pair all the way.
