Turn decision with top set

UTG is 39/9.7/.6 over 100 hands and has consistently cold called many raises pflop.
SB is 23/19/2.4 over 113 hands.
Button has only been around a 1 orbit, but can't seem to find the fold button once in a hand.

Here's where it got ugly. I'm like 90% certain UTG has JT here. I also think Button will not fold here no matter what.

I figured I had about 9 outs to the nuts, and UTG would cap it with the str8. If I hit my hand I'd get at least 2 bets from UTG on the river (couldn't tell if he'd go 4 bets with a str8 on a paired board).

Is a 3bet better than a call here?
