Default Shoot to kill?

If you've seen my other posts, YOu know how much I love New Orleans and sympathize with its inhabitants. That being said, it's time to take the Mayor Daley sr. approach and issue "Shoot to kill" orders on these roving bands in the city. They are screwing up the rescue. These 1% are putting everyone at risk. They are not worth it.

There have been reports of snipers shooting at doctors and ambulances coming to move critical patients. Roving gangs that rob, murder and rape. They need to be shot on the spot.

What exactly is entailed in martial law anyway? Are the armed forces allowed to shoot civilans under martial law or what?

I actually read that yesterday. But saying martial law suspends habeas corpus doesn't really tell me what they are allowed to do, in a practical sense. I suppose the individual soldiers do whatever they are odered to do.
