Default What are the steps to come up with a true BB/100 Norm?

Maybe I'm asking this question wrong.... but how can we come up with a benchmark of a true BB/100?

Its often rumored that 3 is the benchmark for a good player but how can this be proven statistically/mathematically?

Well this all depends on the game, limit, oposition, rake and some other factors.
