If you want to parallegal, go to www.nalpdirectory.com and search for all law firms in DC. The site has a feature where you can generate a file for a mail merge. Send out a mass mailing to every law firm in the city with a resume, cover letter, and transcript and tell them you want to work as a parallegal. Your timing might be a little awkward, though.
