This has been posted, a lawyer disected the bill and gave reasons why it wouldn't happen. Plus it would only be available in N.Dakota, not in other states. Do a search, I dont have the link but it was a fairly interesting breakdown.

Holy crap it actually passed the house? Last I heard it was just in committee. Wow, this is farther then I expected it to go. If it actually passes the senate, it will at the very least mean we will finally get an answer on the legality of online poker in the US after the dust on the ensuing fight with the feds settles. Until then, it won't mean much. If it actual survives everything, I'd expect a huge boom for the now 100% legit online poker. I'm hopeful...

I haven't read the actual bill but all I got out of it was they wanted to make hosting the games there legal - nothing about making it legal for U.S. players to play.
