Neteller's missing 20$ at Wire Transfers

Everytime I make a wire transfer from the neteller account to a bank account, an extra 20$ is charges besides the usual 12$ fee.

Suppose I withdraw 1000$ from my neteller account. they will subtract 1012$ from my account, the fee will appear, but only 980$ will enter the bank account.

the bank claims that they didn't charge anything. my theory is that neteller may use an undisclosed middleman/3rd party

or maybe my bank is robbing me :/
