Default level one preflop play

At level one of 10+1, 20+2, etc. STT's I generally play tight, but notice that many good players like to limp with hands like ATo, KTo, JTs, etc. Is this a situation to accumalate chips that should be taken advantage of or a good way to spew chips?

...IMO. 800 chips do not allow much room for creativity post-flop when holding TPquestionableK, etc. hang on tight to those chips, you're gonna need'm to represent your 'real' hands and stealing/pushing before too long.

You say good players play hands like K10o in the early rounds. If that's true, they're probably doing it rarely, with position and against weak opponents. If you have a chance to play a hand heads up with a true fish in the early rounds, K10o doesn't look that bad.

Generally, though, hands like KJo aren't what you want to play in the early rounds. You want to play small pairs and premium big cards so you can make a big hand and bust the guy who decides to overplay top pair questionable kicker. Once you hit about 600-650 in chips, though, you may as well stop seeing flops altogether. You need those chips to have at least some fold equity in level 4.

You only do this a) in position and b) behind limpers.

Position is all important. ATo UTG is junk which should be turbomucked, while ATo on the button is worth a limp or a raise depending the number of limpers in front.
