Default Meaning of \"3-bet\" and the like?

Does 3-bet just mean to bet 3x the big blind? Or does it mean 3x what your opponent just bet before you?

In limit, if someone raises a bet, they've doubled it. Then you 3-bet, making it triple the first bet and it's also the 3rd action (bet, raise, 3-bet).

3 Bet typically is when you re-reraise but were not the original bettor.

Player A - Bets
Player B - Raises
Player C - 3 bets

I guess it would work if player A reraised as well, but generally I would use the term reraise here instead.

Player A - Bets
Player B - Raises
Player A - 3 Bets (or reraises)

I don't play Pot Limit or No Limit very often but I've never heard the term 3 bet in context of an amount of a bet.
