On some of the poker networks it does make sense to sign up without rakeback. I'll take the easiest example, the Prima network. For someone just starting out it makes sense to sign up with some of the Prima sites via affiliates who offer sign up bonuses such as books, gift certificates, etc. There are plenty of Prima sites left that offer rakeback for when they need it.
