Default two pair vs. two pair on the flop heads up

situation: heads up, small blind completes and big blind checks.

flop: player A has top pair and bottom pair, player B has top pair and second pair.

What are the odds of this situation occurring ?

I think it's 2*3*3/(48!/(3!*(48-3)!))=9/8648 which is about 0.1%. So, cap the flop
