by signifigantly , I believe nottom means like 10-20% , which is generally signifigant but not when you are trying to steal a pot with Q5o for no reason.

I don't know. I definately wouldn't push PF. You might get a fold, but it is very unlikely.

How has he been playing thus far? If he is an aggressive player and/or seems to know what he is doing, I would fold.

But he might just be a wishy/washy sort. He has an o.k. hand. Something like J9s. He thinks it's too good to fold, but doesn't want to commit all of his chips to it pre flop either. He'd like to limp, but since he's first in on the button, he figures he might as well come in for a raise. So he raises the minimum. That way, if he misses the flop and you bet, he can fold and still have a chance to make it to the money.

If you think your opponent could be thinking like that, I'd see the flop for 400 more and play it from there.
