In my limited experience, people who make stupid underbets like this are not going to fold a king. A naked king(probably with a pair or flush draw) is a very likely hand for your opponent.

Is there merit to raising big on the flop? His bet looks like a draw that is trying to price itself in. Few players have the sophistication to minbet-reraise.
