why did party reallow individual tracking?

which effectively gives affiliates the ability to offer rakeback?

this is a rehash of a recent post of mine. please focus on answering the question.

So affiliates could offer non-cash, account specific incentives.

They allow affiliates to see individual trackers. That doesn't mean that they allow 1 person per tracker. If an affiliate is running several promotions or banner ads, it is very important to see the performance of each tracker. There are many reasons besides rakeback to view individual trackers.
