Where can i find criteria for PTs autorating? is there any file i could download and where do i find it?

It's important to note that Harv's rules are generally for people who have a lot of hands on their opponents. BisonBison came out with rules that are generally better for the db's that aren't heavily mined. I can't find the link, can anyone else?
