How to resize this .gif file to avatar size?

I've been trying to resize this to 80x80 for avatar use but when I edit it, it no longer moves from right to left as it should. Could someone tell me how to do this and/or resize it? I would appreciate any help. Thanks. The image is at http://www.imagestation.com/picture/...8/fd0e240b.gif
