Default Value betting Ace high against calling stations?

In a 2 or 3 person match, how do you handle a calling station with your Ace high hand, for example A 8 offsuit?

In Tex Hold em for advanced players (short handed section) Sklansky and Malmuth suggest a "tourist strategy" against such players, i.e., just call before the flop. However, here and elsewhere I've heard you should always raise first in.

Imagine that your opponent calls every flop and turn with just about anything, including gutshots, and will call to the river with any pair. Given that, how do you handle each street. If you miss the flop and turn with your A 8? Can you continue to value bet? Do you stop bettting as soon as you miss the flop?
