Default JJ from the bb, always raise a handful of limpers?

in a full ring game you're dealt JJ in the bb. is it correct to raise this hand 100% of the time vs 3-4 limpers?

It is not correct to do anything 100% of the time when you play poker. That said, with TT or JJ in the BB against specifically 3 or 4 limpers I usually check it, but if I know my opponents are playing all kinds of hands such as Q5o, or 74o then I will probably raise it. If I had no information, my default play would be to check it against specifically 3 or 4 limpers. Against 5 or more I am always raising, and against 2 or less I am always raising(please ignore the fact that i just contradicted my first sentence in this post)

Yes. In fact, unless you know someone in early position is going to limp/reraise with AA/KK/QQ, it is incorrect to not do it.

I think it's weak not to raise here. I would even raise 9s. When more limpers come in, I'd open to raise any pocket pair for set value.

3-4 limpers is a raise. IMO, if we're in either of the blinds and it's > 5 limpers I limp

Not raising here for equity value is a big mistake. You are going to flop top pair or better just under 50% of the time. Even if you always folded whenever a Q,K, or A flopped or turned, you'd make money raising regardless of the number of people in the hand. With > 5 it's a substantial mistake to just call.
