99 is possible and he flopped a set. A9 is possible. Would he really call a check-raise with A2? Would he have just called with a set rather than pushing with his set? If he over values top pair it's hard to say where he's at, but we can probably take him off a set and A2.

A9 seems the most likely holding, given his history. If you're uneasy about the hand, calling and check/calling the river is always an option.
