Strange bets at Betfair?

Is this a kind of hoax on Betfair, or is it perfectly fine, within the rules, or have I, beeing an exchange market newbie, got this wrong?

In one market (Cycling > La Vuelta), there are many $3 bets (I think, since I only can see the bet in my local currency) offered at reasonable odds, and in each case also a matching $180 bet at horrible odds (1.01). I suspect this guy is trying to fool people who bet in other currencies than USD.

I play in SEK (Swedish), and those $3 will convert to 27 SEK, and the minimum stake is 30 SEK. So, when I make a bet for the whole sum offered (27 SEK), Betfair tries to match the differing amount (3 SEK) with another bet, that with horrible odds, and it's easy to make a mistake and accept it.

What do you think, smart or unethic? Big deal or not?
