What exactly is the bubble %+/- statistic on SNG tracker?

how often you get ITM from the bubble (4 left) so it should be on average 75%.

right, thats the itm from bubble, but what about the bubble% +/- that is listed right below it?

The percentage amount that you are over or under the "normal" 75%.

Don't read too much into this stat, sometimes being negative does not relate to be a losing player...
