Villain is loose and fishy.

Is villain loose/passive or loose/aggresive?

I probably lead out and call a raise if he is passive
and check/raise, call a 3-bet if hes aggresive.

i think a bet/call on this river is probably best. I wouldn't be surprised if he shows you a lower flush, but just incase he went fishing and hit a set, or slowplayed a set that backfired on the turn

we cost ourselves an extra bet for the times that we are beat. bet/calling lets us lose less for the times we are behind, and we still get just as much out of the pot if we CR and the villian calls

You do realize that everytime we are beat villain will bet, and 3bet? Yet when we are ahead, he will often check behind do to the action?

Bet/call is the way to go here.
