Default Check raise river?

Is it a good play to check-raise the river, or should I always value bet when I'm pretty sure I have the best hand? Or is this extremely situational based givin reads and how the hand has played out thus far? ie; If I check-raise the flop, and one of the passive opponents wakes up and bets the turn (not the better on the flop), should I plan on check-raising the river if I make my hand?

it def. should be in the arsenal

its pretty player/board specific though

the bet/3bet line is also good against certain players

agree.

But regarding your question (c/r river when a passive opponent bet the turn and you hit your hand), don't do it with a flush, because most passive opponents fear a 3-flush board too much to bet. Your hand has to be somewhat hidden if you're going to c/r a passive player.
