I've been doing some more digging. I remember this breach being reported on TV as the storm came ashore, and I'm pretty sure that this breach is not the one that flooded the 9th ward, this breach was on the downtown side of the canal and was not very serious.

Governor Blanco was probably hard at work figuring out the logistics of her day of prayer.
