Believe me if any city in America is prepared to take on unruly mobs it's NO and they have been completely overwhelmed. Getting 1.3 million people out of a city with 2 major hi-ways in 48 hours is a near impossible task.

This is beyond a scope anyone has ever seen happen to an American city since the Civil War. The city needed at least 20K Nat'l Guard on the ground within 48 hours.

Blaming the mayor of NO is like blaming a seargent in the 1st Marine division for the problems in Iraq.

Plan? There was NO communication plan for the police. They admitted they had no idea what to do. There was NO plan to monitor the levies. There was NO plan for dealing with the thousands of people that were unable to evacuate on their own. There was NO plan for supplying those people after the storm, and there was NO plan for supplying the responders, either.

The plan was to A) hope nothing happens and B) hope that if something does happen that someone else will come and fix it.

When the communications system goes down and 1/3 of your police force on the ground is MIA there is not a helluva lot you can do...

But go ahead and blame everyone else for FEMAs inaction.

The last thing people need is the government trying to save them, let someone who cares do it instead. The government are much better at shooting people than saving them, and people basically will do the best they can in spite of government and not because of them.

True. The point is there is an entire bureaucracy dedicated to handling these types of situations, and they've show just how incompetent they are.

Don't get me wrong I hope they can do something to help these people. What i do believe is they should make sure they follow Sklansky's basic rule for good poker literature; first, do no harm. It's a good rule.

You are naive at best if you think ANY local government could have handled the 'Worst National Disaster in History' any better than the local police in NOLA has.

They were completely overwhelmed as would be any local police force.

FEMA is there for a reason. They are supposed to take over in major disasters. They are charged with that duty and Bush declared a FEDERAL emergency 2 days prior to Katrina's landfall. No excuses for this kind of delay.
