Default 2nd pair QTs

Villain is a tight raiser and passive postflop.

If I trust CO is ahead if he plays back at me, would a check-raise be better to get out a hand like AJ or AT, or is the more passive line best? Also fwiw, if I continue to check-call and villain bets all 3 streets, I can find a river fold as I don't think he'd bet a worse hand all the way.

I definately c/r here and then lead the turn and see what happens. You have a decent chance of being ahead and if not you have the gutshot and the backdoor flush draw. Even though you say he is passive and a tight raiser, I still think he would openraise from the CO with a fairly large range of hands.

Check/raise and lead the turn.
