Neteller - ING link (Canadian setup issues)

I am at this stage of the process.

1. I have a neteller account (Already linked to a Canadian$ account, I will be closing this link).

2. I have a ing direct account (Canadian dollars only)

The issues are ...

1. I want an ing direct US$ account, has anyone been able to open one with only a Canadian$ account available? Or do first HAVE to open a US$ account at my local Canadian bank?

2. After speaking to an ING representative, I am no closer to finding out what information I need to link the ing account to the neteller account, can someone help me here?

3. On a side note - The neteller ift to my Canadian bank takes about 5 business days, is the transfer to ing quicker?
