Default California \"No Bust\" blackjack, is it beatable?

Is the california no bust blackjack with a fee paid---1$ i think for up to 100$, also there are jokers in the deck, and BJ does not pay 3:2, but it is "no bust" - if you and the dealer bust, if the dealer busts worse than you, its a push--- beatable ?

is there any kind of count method that could gain an edge big enough to overcome the 1% on 100$ bets youd already have to overcome?

if there was any way to beat this, i dont think the casino would even stop you if they knew, since you dont playa against the house
