You are correct, with the 2-2-3 blind structure there are no two cards you can be dealt in the small blind or on the button that you should fold pre-flop in an unraised pot. The only exception would be if one of the blinds pre-flop raises a majority of the time, and if this is the case get a seat change.

I would prefer this blind structure to the traditional 1-3 structure because it would encourage a looser game, which in general is more profitable than a tighter one provided you can adapt to it.
