It's worth it - it's free.
You transfer money (max $1000) to the card from your account.
Fees:
Account -> card: 2$
Withdraw from ATM: ~2$

If you need to change curreny somewhere on the way an exchange rate of 1.9% is taken (if you need that you should know that is need to change currency twice for each withdrawal, which sucks, first to CAD then to "your" currency)
