QQ preflop. loose raiser and reraiser

The game is $20 buy in .25/.50 NLH home cash game. 3 players left. An average preflop raise is 3-4 dollars. On the button i pick up QQ. The sb has raised almost every hand. hes loose and extremely agressive. he has no problem calling modest raises hoping to take you off the hand. I made it $4 and the sb lag player raised to 18. The loose passive BB goes all in for $44. The SB has another $80 dollars and i have about $80. Im about 90% sure that if i call the lag moves all in and if i move all in he calls. Call, fold, or raise?
