Neteller fees and MGR

Hello. This is my first post. Can an affiliate or player receiving rakeback tell me if any sites charge affiliates a fee for players withdrawing to Neteller? If so, are such fees deducted from a player's MGR? I seem to recall Poker Room engaging in this practice, and I wondered if other sites did too. TIA.
