Default Under pair and an open ended straight draw

BB is loose and passive (54/2/.5) over 112 hands. I had seen him call to the river with a pair below the board vs multiple opponents.

Button is loose and passive as well but can bet solid hands post flop (49/4/1.5) over 60+ hands.

Actually, I think you are misinterpreting these stats. What these mean, is that the button is actually quite aggressive. An AF of 1.5 for someone with a VPIP of about 50% is quite high. I like just calling down here.

if you think your hand is good on the turn, why not raise BB?

I was concerned they had a 7 since they were betting into me. Should I have raised the turn?

Do you really want to play a low PP like 22 with only one person in the pot, and 3 left to go?
I guess though your read on button and BB being loose means you probably believed they would call. Meh
